Topa Insurance Company specializes in commercial lines and distributes its products solely through a selective network of wholesale brokers and general agents.  Topa writes admitted products in California and on an admitted or non-admitted basis in several other states.

Commercial Automobile Liability and/or Physical Damage in the state of California
Target Classes:
Intra-state business auto, motor carrier trucking, max radius of 500 miles or less within California with newer vehicles and experienced drivers that are loss free in these classes:

  • Sand & Gravel Haulers
  • Container Haulers
  • Produce Haulers
  • General Freight Haulers
  • Tow Trucks
  • Business Auto/Artisans

Appointed General Agents only. (No retail agents.)
Topa will also consider Programs.

Topa applications preferred but ACORD applications are acceptable. Current MVRs, vehicle registrations and loss runs must be submitted.

Coverage Limits

  • BIPD for scheduled autos only - 15/30/10 to $1,000,000 CSL
  • Med Pay - $1,000, $2,000 or $5,000
  • UMBI - 15/30, 25/50, 30/60
  • UMPD - $3,500
  • Physical Damage - for specified perils & collision coverages
  • Cargo - up to $100,000 (some cargo commodity exclusions apply)
  • On-Hook Towing - $25,000, $50,000 or $100,000
  • Towing & Storage - $5,000 or $10,000
  • Non-owned auto and hired auto upon approval only, no sub haul over 25% of gross revenue

Minimum Premium
$500 for Cargo + $500 for all other coverages combined

Ineligible Classes

  • Vehicles operating outside a 500-mile radius from place of principal garaging address.  If the vehicle remains inside the state of California, yet exceeds the 500-mile radius, it is acceptable
  • Vehicles garaged outside the state of California
  • Vehicles not registered in the state of California
  • Emergency vehicles of any type (i.e. police cars, fire trucks, ambulances, etc.)
  • Security guard vehicles carrying guard dogs or the drivers and/or passengers carry firearms
  • Livery Vehicles, public or private
  • Vehicles leased or rented to others by the insured
  • Vehicles used to haul hazardous/explosive materials
  • Steel Haulers (ex. steel pipes, I-beams), Garbage Trucks or Hay/Alfalfa Haulers
  • Vehicles that have permanently attached telescoping or “jointed” boom cranes (ex. "cherry pickers")
  • Vehicles operating under time constraints including pizza delivery, fast food delivery or courier services
  • Vehicles pulling triple trailers
  • For-hire trucking risk requiring Hired Auto Coverage greater than 25% of gross revenue
  • Non-baffled tank trucks with a carrying capacity over 1400 gallons.  Any glass-lined tank trucks
  • Mobile equipment, such as power shovels, cranes, rollers, drills, forklifts, chippers, or other vehicles designed primarily for off-road use
  • Vehicles used as a living facility
  • Kit cars, salvaged vehicles, dune buggies, grey market vehicles or vehicles with altered/modified suspensions
  • Risks subject to the Motor Carrier Act of 1980
  • Risk with a driver who has a major violation on their driving record, a driver that does not hold the appropriate license class, or a driver who does not have sufficient license class experience of at least 36 months
  • Any Topa insured who has had coverage canceled and rewritten/reinstated with a lapse in coverage more than twice in the past 12 months
  • Vehicles used in underground mining, tunneling, construction of bridges and/or dams, and oil and gas drilling
  • No bobtail tractors or Trailer only policies (All tractors must have an assigned trailer)
  • Pipe haulers (ex. steel pipes, concrete pipes)
  • Pneumatic Trailers
  • Cement Mixing Trucks
  • Bulk Liquid Haulers (other than Water in baffled tankers)
  • Any tractor pulling a load that requires a pilot vehicle
  • Mobile home or mobile office haulers
  • Camper trailers or mobile home trailers attached to either 5th wheel pickups or tractors
